Based upon the TV collection the film adheres to DI Regan and DS Carter as they came to be involved in a lethal political rumor. Among the leading participants of the federal government, Charles Baker (Ian Bannen) is about to secure a massive handle OPEC stabilising the globe oil market and enhancing Britain's setting within it. Baker is the rising star of federal government, concerned a future prime minister, who is carefully managed by his urbane, manipulative American press secretary Elliot McQueen (Barry Foster).
