After the daughter of veteran 911 call centre operator Pamela, and also her husband Jeremy, a Senior police, is kidnapped and held hostagethey are left distressed, without a choice but to stick to the kidnapper's rules: send messages through dispatch for all authorities and fire units to scatter distant locations throughout the city where they are filled with turmoil. If they neglect to collaborate with each other not knowing who or why they do know is - they're solely responsible for facilitating the greatest crime in the foundation of the city.
