Two detectives who are in over their heads in trouble and in each other's faces as they try to put an end to a drug-trafficking scheme that may have international ties to organized crime. However, in the midst of their investigation, Luk Wan-Ting, an innocent immigrant dock worker, becomes entangled when he witnesses the murder of an intelligence operative and is framed for the crime.
